Privacy policy for the transfer of personal data in the area of start-ups & spin-offs for processing in the research information system of the University of Cologne
Gateway, the Excellence Start-up Center of the University of Cologne, transfers the following data identifiers in the spin-off data area for processing in the research information system (FIS) of the University of Cologne (UzK):

➢ Assigned organization of the start-up/spin-off
➢ Start date of the start-up/spin-off
➢ Location of the start-up/spin-off
➢ Country code of the start-up/spin-off
➢ Last name and first name of the founders of the start-up/spin-off, if they are (former) scientific employees
The UzK operates an FIS on the basis of the following legal foundations: On the basis of Section 8, Paragraph 3, Sentence 3 of the Higher Education Act of September 16, 2014 (GV. NRW. p. 547), last amended by Article 1 of the Act of October 29, 2024 (GV. NRW. p. 704), and by Section 6 (2), sentence 1 of the Data Protection Act of North Rhine-Westphalia of May 17, 2018 (GV. NRW. p. 244, corr. p. 278 and p. 404).
Pursuant to Section 8 (3) and Section 70 (3) and (4) of the Higher Education Act of September 16, 2014 (GV. NRW. p. 547), last amended by Art. 1 of the Act of October 29, 2024 (GV. NRW. p. 704), research information systems serve universities in fulfilling their reporting, information, and documentation obligations as well as quality assurance tasks.
Within the framework of the legal obligations for reporting, information, documentation, and quality assurance in accordance with Section 8 (3) and Section 70 (3) and (4) HG NRW, the University of Cologne transmits personal data in the context of start-ups/spin-offs to the government initiative CRIS.NRW. The aim of this initiative is to support universities in North Rhine-Westphalia in introducing research information systems (FIS) and implementing the core research data set (KDSF). Data is transferred on the basis of the FIS/CRIS.NRW information security concept in accordance with IT-Grundschutz (core security), version 1.1 dated May 31, 2021, which is included as Annex 2 to the FIS service agreement dated March 19, 2025.
As a higher education institution of the UzK, Gateway acts in accordance with Sections 9 and 70, paragraphs 3 and 4 of the Higher Education Act, which require members, affiliates, and non-academic employees of higher education institutions to cooperate in fulfilling the UzK's reporting, information, and documentation obligations as well as its quality assurance tasks with the help of the UzK's FIS.
The regulations adopted on this legal basis, which permit the processing of personal data in research information systems and oblige members, affiliates, and non-academic employees of universities to cooperate in fulfilling the reporting, information, and documentation obligations of the universities as well as their quality assurance tasks within the framework of research information systems, are laid down in the “Ordinance on the Operation of Research Information Systems of January 15, 2025 (Fn 1)”. Personal data in the FIS and CRIS.NRW will only be processed for as long as is necessary to fulfill the tasks specified in §1 of this legal regulation; once these tasks have been fulfilled, the data must be deleted immediately in accordance with §5.

The Cologne universities' start-up services collaborate in a confidential manner through their network, the Gateway Gründungsnetz e.V. The website https://gateway-gruendungsnetz.de/ provides an overview of the participating universities and the services they provide.
To schedule an appointment, please fill out all of the fields as accurately as possible. Universities' start-up services communicate with one another on a regular basis in order to provide the best advice possible.
The start-up project information and personal data collected are voluntary and will be stored for the purpose of consultation and, if necessary, passed on within the network for the purpose of consultation work on the planned project. Without further consent, the data will not be disclosed to third parties. Data storage and forwarding can be objected to at any time with future effect.
